Bui Diem was born in North Vietnam and fled to the South after the 1954 Geneva Agreement. He became the publisher of an English-language newspaper and later joined Ngo Dinh Diem's government as an advisor. He was appointed South Vietnam's Ambassador to the United States in 1966 and served as such until 1972.
